The research project Plan4Change generates experiences from the integration of climate adaptation aspects into the “usual” city and open space planning processes and makes them available to the public.

Some municipalities have already developed climate adaptation concepts. Often, however, the implementation on a daily bases falls through as knowledge and broader experiences are still missing. The project Plan4Change focusses therefore on new ways of climate adapted urban planning. The aim is to bridge the gap between climate adaptation theory and urban planning practice. The City of Bochum, Ruhr-Universität Bochum, the German Institute of Urban Affairs (Difu) and EPC investigate the possibilities for the implementation of the existing Bochum climate-change-adaptation-concept on the example of the currently largest residential land development the “Ostpark – Neues Wohnen” (New Housing) in Bochum.

Tasks and objectives of the triennial project are:

• Climate adapted planning and implementation of the residential area “Ostpark”
• Intensive involvement of as many actors as feasible in the project
• Publication of a transferable action guide on how climate adaptation measures can be integrated into planning processes.

The involvement of stakeholders such as investors, planners and owners is a key project element. EPC has been entrusted with this task area. Highlighted, are the measures that are especially successful for an active involvement of stakeholders in the framework of the planning process.

The triennial pilot project is funded by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) as part of the “German Strategy for the Adaptation to Climate Change”.
